The creation of the SWL Cluster of PCTs operating under a single management structure has required a review of the policies and procedures across the individual PCTs, with a view to allocating each policy to a lead director and for him or her to determine which will be applicable on a borough basis and which will be appropriate for a cluster wide approach. The review of policies will then need to be prioritised for each area, on the basis of high risk and expiry dates, with overall co-ordination managed by the Cluster Governance and Risk Team. This will clearly take some time, so in order to minimise risk the following action has been taken:

(1) The individual PCT Boards approved extension to policy review dates to maintain safe and valid practice in the transition.

(2) ‘The Framework for the Development and Management of Policy and Procedural Documents’ has already been reviewed (a) to provide a consistent approach to policy and procedure development; (b) to clarify role and responsibilities; and (c) to provide information on the process for document development and ratification. This is currently out for consultation and is available to all staff (version 0.7) on the South West London Extranet prior to ratification. It will then be presented to Senior Management Team in advance of Joint Boards (via the Clinical/Integrated Governance Committee).

(3) The SWL ‘Risk Management and Assurance Policy's was approved at the July 2011 Joint Boards.

In the meantime existing policies will continue to be available by PCT and updated in accordance with the schedule for borough based policies, or withdrawn from the individual websites as and when cluster wide policies take effect.
